China, Russia and the Democratic People's Republic of Korea (DPRK) Hold a Vice Foreign Ministers' Dialogue on the Korean Peninsula Issue

On October 9, 2018, Vice Foreign Minister Kong Xuanyou, Deputy Foreign Minister Igor Morgulov of Russia and Vice Foreign Minister Choe Son Hui of the Democratic People's Republic of Korea (DPRK) held a dialogue on the Korean Peninsula issue in Moscow.

The three sides unanimously agreed that all issues of the Korean Peninsula should be resolved in a peaceful way through political and diplomatic means. The three sides spoke highly of the efforts made by relevant countries in pushing the political settlement process of the Korean Peninsula issue and supported the DPRK and the US as well as the DPRK and the Republic of Korea in resolving each other's concerns through dialogue and consultation, so as to improve their relations.

The three sides reiterated their wishes of realizing the denuclearization and establishing a peace mechanism on the Peninsula. They believed that mutual trust should be built, and relevant process should be advanced in a phased and synchronized way, and that all parties concerned should take corresponding measures to meet each other half way. Taking into account the important measures of the DPRK side in the denuclearization issue, the three sides held that it is necessary to consider launching the adjustment of the United Nations Security Council's sanctions against the DPRK in due course. The three sides reiterated their opposition to unilateral sanctions.

The three sides also discussed the necessity of establishing a peace mechanism on the Peninsula through bilateral and multilateral cooperation.

The three sides agreed to continue to maintain dialogues.

Prior to the dialogue, Vice Foreign Minister Kong Xuanyou also held bilateral consultation with Deputy Foreign Minister Igor Morgulov of Russia.
